 Construction Project Financial Analyst


 


Team Horizon is seeking a Construction Project Financial Analyst in Dublin. The purpose of this role is to support the financial governance, cost monitoring and financial reporting functions of the National Maternity Hospital at St Vincent’s University Hospital Programme. This person will assist in analysing financial and project cost data, monitoring programme expenditure and supporting financial planning, forecasting and reporting processes to ensure effective financial oversight and compliance with and the programme governance requirements.

What you will be doing:


Financial Oversight and Cost Monitoring



  • Track expenditure against approved budgets using the programme's financial/cost management platform.

  • Report on the Cost Breakdown Structure (CBS) aligned to the programme WBS.

  • Assist with financial modelling and budget projections.

  • Support Contracts and Claims with financial plans, earned value, cost-to-complete analysis and cash flow forecasting.

  • Analyse financial/cost data to support budgets, forecasts and performance monitoring.

  • Assist with cost control and financial governance to keep delivery within budget.

  • Work with Contracts and Claims and stakeholders to set cost objectives and monitor spend.

  • Prepare cost reports, including variance analysis, to support governance decision-making.

  • Track contractor payments and support related financial analysis and cash flow accuracy.

  • Support review and monitoring of contractor cost performance.

  • Support implementation of financial processes for capital/programme expenditure and continuous improvement in reporting and cost control.


Service Delivery and Service Improvement



  • Support the implementation and management of change.

  • Identify service inefficiencies and implement improvements in line with legislation and best practice.

  • Stay aware of internal/external factors and local/national issues affecting service delivery.

  • Adapt work practices to make policies work and ensure the team understands changes.

  • Support staff through change processes.

  • Contribute to policy and procedure development for own area.

  • Ensure day-to-day compliance with Financial Regulations and policies.

  • Assess compliance with National/EU legislation and policies.

  • Maintain accuracy and consistency with current standards.

  • Stay current on relevant regulations Financial Regulations, Health & Safety, Employment law, FOI Acts, etc.).

What you need to apply:



  • Knowledge of GAAP, Financial Regulations and Reporting Standards.

  • Proficient in Power BI, Excel and financial software/spreadsheets.

  • Working knowledge of the ACONEX Cost Module.

  • Experience in financial modelling, cost accounting and project accounting.

  • High accuracy and strong organisational skills.

  • Experience with complex data in a large organisation, working independently.

  • Ability to work within financial governance frameworks.

  • Commitment to professional development.
