Team Horizon is seeking a Electrical Engineering Advisor for a major construction projects in Dublin
The project is at construction stage, with the design substantially complete. The successful candidate will play a key role in supporting the client through the construction, commissioning, soft landings, operational readiness and equipping phases of this highly complex healthcare development.
This appointment would suit a senior electrical/building-services engineer who has worked on major, complex construction projects and wants to apply their experience from the client side.
The ideal candidate will bring sufficient technical depth to challenge the design and construction teams when required, particularly in relation to critical power, electrical resilience, safety and commissioning, while also understanding that successful delivery of a project of this scale depends on collaboration and effective management of interfaces.
Experience of a major hospital project would be highly advantageous. However, candidates from other technically complex sectors such as pharmaceutical manufacturing, semiconductor manufacturing, advanced manufacturing, laboratories, data centres or similarly high-specification facilities will also be considered.

What you will be doing:
- Act as the senior electrical engineering representative within the client project team during construction and delivery.
- Provide technical oversight and assurance of electrical installations and associated works.
- Review and assess contractor technical submissions, drawings, method statements, technical proposals, commissioning plans and other relevant documentation.
- Monitor implementation of the approved electrical design and identify departures, technical risks, interface issues and potential impacts on project performance.
- Work closely with the design team and works contractor to resolve technical queries, RFIs, design clarifications and construction issues.
- Provide technical input into the management of change, ensuring that proposed changes are appropriately assessed, justified and documented.
- Monitor the quality, installation, testing and performance of electrical systems and equipment.
- Identify emerging technical, programme, quality and operational risks and ensure that appropriate mitigation measures are developed and implemented.
- Support the client team in ensuring that electrical systems are delivered in accordance with the contract, approved design, statutory requirements and relevant standards.
- Participate in site inspections, technical audits and quality reviews of electrical installations.
- Review inspection and test plans and associated quality documentation.
- Monitor installation standards and workmanship and raise technical concerns where required.
- Review non-conformances and assist in determining appropriate corrective actions.
- Monitor the close-out of technical defects and outstanding works.
- Assess the implications of proposed substitutions, alternative equipment and value-engineering proposals.
- Ensure that maintainability, accessibility, reliability and future operational requirements are considered during construction.
- Provide technical input into risk assessments and project assurance processes.
- Provide electrical engineering input throughout the testing, commissioning and integrated systems testing phases.
- Review and challenge commissioning strategies, plans, procedures and results.
- Ensure that commissioning activities adequately demonstrate the required performance and functionality of electrical systems.
- Support the development and implementation of the project's soft landings and operational readiness strategy.
- Work closely with the hospital's maintenance and operational teams to ensure that systems are maintainable, accessible and suitable for the intended operational environment.
- Ensure that commissioning activities demonstrate not only individual system performance but also the integrated performance and resilience of the hospital's electrical infrastructure
- Support the development and review of operation and maintenance documentation, asset information, training requirements and handover documentation.
- Assist with the transition from construction into operational use and support the resolution of defects and outstanding commissioning issues.
- Work closely with the project team and clinical/operational stakeholders during the equipping phase to ensure that the electrical infrastructure is ready to support the installation and operation of medical and specialist equipment.
- Reviewing electrical requirements associated with medical equipment and specialist installations.
- Coordinating equipment power requirements with the design and construction teams.
- Ensuring appropriate capacity, resilience, isolation and protection arrangements are provided.
- Supporting equipment installation, testing and commissioning activities where they interface with the building electrical systems.
- Provide expert advice on electrical building-services requirements relevant to major healthcare developments.
- Demonstrate a strong understanding of relevant Irish and European standards, legislation, codes and guidance relating to electrical building services.
- Have a working knowledge of relevant NHS Health Technical Memoranda (HTMs) and Health Building Notes (HBNs) and their application to healthcare environments.
- Ensure that appropriate healthcare engineering principles are considered in construction, commissioning and operational-readiness activities.
- Maintain awareness of emerging standards, guidance and best practice relevant to healthcare engineering and complex building-services installations.
- The successful candidate will operate at the interface between a number of senior stakeholders, including:
Client project and technical teams;
The multi-disciplinary design team;
The main works contractor and specialist electrical subcontractors;
The hospital's maintenance, estates and operational teams;
ICT and technology stakeholders;
Commissioning specialists;
Other technical consultants and advisers; and
Relevant statutory and regulatory stakeholders. - Establishing effective professional relationships across the project team.
- Providing clear and authoritative technical advice to the project M&E Lead and wider client team.
- Facilitating resolution of technical issues between designers, contractors and operational stakeholders.
- Participating in design, construction, commissioning and project progress meetings.
- Clearly communicating complex technical matters to both technical and non-technical stakeholders.
- Supporting the client in protecting the project's quality, programme, cost and operational objectives.

Electrical installations are delivered in accordance with the approved design and project requirements.
Critical electrical infrastructure provides the required levels of resilience and reliability.
Construction-stage technical issues are identified and resolved efficiently.
Electrical systems are appropriately inspected, tested, commissioned and integrated.
Emergency and essential-power systems are comprehensively tested.
Defects and outstanding technical issues are effectively managed through to completion.
Operational and maintenance requirements are incorporated into the delivery process.
Hospital maintenance and operational teams are adequately engaged and prepared for occupation.
Medical equipment and specialist systems can be successfully integrated with the building electrical infrastructure.What you need to apply:
- QQI Level 8 (or higher) Quality & Qualifications Ireland (QQI) or equivalent qualification in Electrical Engineering, Building Services Engineering or related discipline.
- Chartered Engineer status, or equivalent professional qualification, preferably with Engineers Ireland or an equivalent recognised professional body.
- Significant post-graduate experience in electrical engineering and building-services delivery.
- Substantial experience working on large-scale, complex construction projects.
- Proven experience in a client-side, consultancy, contractor or technical assurance role through construction and commissioning.
- Demonstrable experience with complex electrical systems.
- Experience of construction-stage technical review, inspection, commissioning and handover.
- Strong knowledge of relevant Irish and European standards and requirements applicable to electrical building services.
- Working knowledge of NHS HTMs and HBNs, particularly those relevant to healthcare engineering and hospital environments.
- Experience of working collaboratively with multidisciplinary design teams, contractors and specialist subcontractors.
- Excellent communication, technical-reporting and stakeholder-management skills.
