Team Horizon is seeking a Sustainability and Decarbonisation Progamme Consultant for a healthcare service provider in Tallaght, Dublin.
The successful candidate will take an immediate leadership role within the Infrastructure department to drive the development, funding, and implementation of the Energy and Sustainability Strategy across a capital and estates department.
The candidate will provide the strategic, financial, and technical project management expertise necessary to deliver the climate action objectives in strict alignment with: Climate Action Strategy 2023–2050Why you should apply:

What you will be doing:
- Will act as the Hospital’s strategic advisor, implementation and delivery assurance lead for all energy and decarbonisation.
- Working closely with the TUH Energy and Asset Manager.
- Review, validate, and update TUH’s existing Energy and Sustainability Strategy.
- Review existing building management data, energy audits, and infrastructure plans.
- Establish an updated, auditable energy, carbon, and sustainability baseline.
- Assess current infrastructure gaps, operational risks, and compliance exposures against the Climate Action Strategy 2023–2050.
- Expected Deliverables: Baseline Assessment Report; Gap Analysis & Risk Register; Priority Carbon/Energy Opportunities Register.
- Update the existing strategy into a highly actionable, phased roadmap that explicitly addresses public sector mandate targets.
- Formulate a comprehensive, funded implementation programme mapping out technical interventions over a multi-year horizon.
- Provide detailed CAPEX and OPEX profiling for all proposed strategy phases to enable executive financial planning.
- Expected Deliverables: Updated TUH Energy and Sustainability Strategy; Phased Decarbonisation Roadmap; Multi-Year CAPEX/OPEX Financial Profile.
- Identify, cost, and secure financing for estate, engineering, and operational interventions.
- Identify and design carbon-reduction projects tailored to a high-availability estate.
- Conduct robust technical appraisals, life-cycle cost-benefit analyses, and carbon impact assessments.
- Actively map and match projects to Capital Funding and SEAI Public Sector Funding/Grant streams (e.g., pathfinder programmes).
- Prioritised Capital Investment Programme; Fully Formed Business Cases for executive approval; SEAI Grant Application Technical Dossiers.
- Lead the execution of approved projects while ensuring all works are delivered in accordance with hospital risk management procedures and minimising disruption to patient services.
- Manage contractor coordination and cross-functional stakeholder alignment.
- Implement a rigorous risk-management framework tailored to protecting live utility infrastructure in an acute healthcare environment.
- Expected Deliverables: Programme Management Plan; Project Risk Register (Clinical/Operational focused); Contractor Performance Protocols.
- Establish robust performance measurement structures to verify savings and maintain accountability
- Deploy a defined reporting model featuring regular, structured progress reporting directly to the Hospital Executive and Estates.
- Formulate a comprehensive, funded implementation programme mapping out technical interventions over a multi-year horizon.
- Provide detailed CAPEX and OPEX profiling for all proposed strategy phases to enable executive financial planning.
- Develop clear performance measures explicitly linked to absolute energy reduction, carbon reduction, and post-occupancy benefits realisation.
- Expected Deliverables: Executive & Estates Reporting Dashboards; Carbon & Energy Performance Framework; Post-Implementation Benefits Realisation Tracking Mechanism.

What you need to apply:
- 5 years of experience of Energy/Sustainability Management and grant applications.
- Hold a level 8 in sustainability or energy management.
- Working in complex Organisation (Essential): A proven track record of successfully delivering energy infrastructure, fabric upgrades, or sustainability projects within a live, operational acute healthcare environment.
- Strategy & Financial Modeling: Demonstrable experience formulating sustainability strategies and translating them into fully costed implementation plans featuring complex CAPEX/OPEX profiling.
- Public Sector Funding Fluency: Documented success in identifying, applying for, and securing SEAI grants and capital funding allocations for large-scale energy projects.
- Large-Scale Infrastructure: Experience managing energy programmes across large, complex estates with high-density energy demands.
