Quantity Surveying Advisor
Team Horizon is seeking a Quantity Surveying Advisor in Cork who will support the planning, procurement, commercial management, and delivery of healthcare capital projects, ensuring value for money, compliance with policies, and the successful delivery of high-quality, sustainable healthcare facilities.

What you will be doing:
- Provide quantity surveying, procurement, and commercial advice for capital projects.
- Support the planning, approval, procurement, and delivery of the Capital Programme.
- Manage design team QS consultants, contractors, budgets, costs, and project timelines.
- Prepare capital submissions, cost estimates, cashflow forecasts, and progress reports.
- Ensure compliance with public procurement, financial regulations, health and safety, and statutory requirements.
- Promote cost control, value for money, sustainable design, and green procurement.
- Develop policies, guidance, cost databases, and reporting frameworks.
- Advise on construction risk, whole-life costing, and energy-efficient infrastructure.
- Work with multidisciplinary teams and engage effectively with internal and external stakeholders.
- Support continuous improvement, governance, and achievement of strategic objectives.
What you need to apply:
Eligibility Criteria
- Level 8 (or higher) qualification in Quantity Surveying accredited by the SCSI or RICS (or equivalent).
- Registered, or eligible to register, as a Quantity Surveyor under the Building Control Act 2007.
- Chartered membership (or eligibility) of the Society of Chartered Surveyors Ireland (SCSI) or Royal Institution of Chartered Surveyors (RICS).
- Minimum 7 years' relevant Quantity Surveying experience in a contractor or consultancy environment.
- Strong technical knowledge of construction, procurement, cost management, and public sector capital projects.
- Demonstrated administrative, analytical, and project management capability.
- Full health, good character, and access to transport for site travel.
Key Skills & Experience
- Extensive experience in quantity surveying, cost control, procurement, and contract management.
- Knowledge of healthcare estates, construction legislation, Building Regulations, Health & Safety, Fire Safety, and the Capital Works Management Framework (CWMF).
- Experience managing capital budgets, project risks, and multidisciplinary teams.
- Strong leadership, stakeholder management, negotiation, and communication skills.
- Excellent planning, problem-solving, report writing, ICT, and organisational abilities.
