Senior Technical Project Manager
Team Horizon is seeking a Senior Technical Project Manager (Chief Assistant Technical Services Officer) for a client in Galway. The successful candidate will provide services as appropriate in the development and execution of major capital projects in acute and non-acute settings and to plan and supervise the execution of these projects.

What you will be doing:
Project Planning & Management
- Develop detailed project briefs with input from relevant stakeholders.
- Make sure everyone involved understands the project goals and requirements.
- Lead consultations, meetings, and communications to ensure successful project delivery.
- Define needs for buildings, design services, and equipment.
- Set action plans and manage timelines for all project phases (planning, design, construction, equipping).
- Anticipate and resolve issues, escalating major concerns when needed.
Team Coordination & Supervision
- Oversee staff, contractors, and design teams during project execution.
- Support the commissioning team by ensuring they are prepared and trained.
- Ensure projects are completed on time, within budget, and to the required quality
Procurement & Financial Management
- Advise on selecting design teams and contractors.
- Manage procurement processes and oversee tendering.
- Control project budgets and spending; prepare financial reports and forecasts.
- Process payments and verify design team fees.
Facility Transition & Commissioning
- Help plan and manage the move from old to new facilities.
- Ensure smooth transfer of services and staff.
- Set up maintenance plans for new buildings and facilities.
Minor Capital Works
- Prepare briefs, plans, and documents for smaller projects.
- Appoint and manage design teams and contractors.
- Ensure minor works are delivered on time and within budget.
Maintenance Planning
- Define and prioritise maintenance needs for buildings, equipment, and vehicles.
- Prepare budgets and staffing plans to support maintenance programmes.
- Arrange contracts and ensure compliance with all regulations.
Property Management Support
- Assist the Property Manager with managing the healthcare estate.
- Help develop property strategies and ensure integration with service needs.
- Ensure legal and regulatory compliance in all property matters.
- Maintain accurate property records.
Health & Safety / Fire Prevention
- Develop fire safety measures in consultation with Fire Officers.
- Create fire safety programmes and oversee training of staff.
- Advise on fire prevention priorities and oversee implementation.
Energy Efficiency
- Monitor energy usage across facilities.
- Provide advice on improving energy efficiency in line with regulations.
What you need to apply:
- Must have a professional Qualifications, Experience, etc. (a) Candidates for appointment must: (i) Hold a Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in Mechanical & Electrical Engineering by the relevant Professional Institute (Engineers Ireland).
- Or (ii) Have Full Membership of the relevant professional association1: - Engineers Ireland
- Or (iii) Hold a qualification at least equivalent to one of the above listed in (i)
- or (ii) And (iv) Have had at least seven years’ satisfactory & relevant experience in planning, design, project management or construction of buildings or in the installation or maintenance of the mechanical, electrical, and heating services of such buildings.
- And (b) Candidates must possess the requisite knowledge and ability (including a high standard of suitability and of administrative capacity) for the proper discharge of the duties of the office. Engineers Ireland – Acceptable Membership Candidates should be either a Full Member or a Chartered Member of Engineers Ireland. Associate Membership, Student Membership or any affiliated membership of Engineers Ireland will not be accepted.
