Team Horizon is seeking a Construction Project Manager based in Galway for the management and planning of capital projects nationwide.

What you will be doing:



  • Assist with the compilation, development and drafting of a national Capital Investment Programme.


  • Assist with the development and drafting of annual, quarterly, weekly and other reports (when required), on the implementation and progress of the Capital Investment Programme for the Department of Public Expenditure, NDP Delivery and Reform, the Department of Health, the Department of Children, Disability, Integration and Youth, the Board, Executive Management Team, and relevant Committes, Directors, Hospital Group’s, Community Health Organisation’s, the emerging Regional Health Area’s and others.


  • Assist with the review, revision and implementation of the Capital Projcts Manual and Approvals Protocol (CPM&AP). To ensure alignment of the CPM&AP with the National Financial Regulations, and the Capital Infrastructure Guidelines (Public Spending Code) of the Department of Public Expenditure, NDP Delivery and Reform.


  • Assist in the functioning of the National Capital and Property Steering Committee.


  • To support the management of the operation of the Committee and the evaluation and assessment of project submissions, in line with the  CPM&AP and the Department of Public Expenditure, NDP Delivery and Reform, Capital Infrastructure Guidelines (Public Spending Code).


  • Liaise with Capital and Estates Assistant National Directors, Estate Managers and Project Managers on current, or proposed capital projects and to proactively ensure compliance with the Capital Projects Manual and Approvals Protocol.


  • Assist in establishing and managing a project reporting structure as required by the Capital Projects Manual and Approvals Protocol and the Capital Infrastructure Guidelines (Public Spending Code).


  • Support the delivery of National Priority Projects and Progreammes.


  • Work collaboratively, liaise and consult with the office of the CHO and Hospital Group management, service managers, the emerging Regional Health structures and other Services in relation to Capital and Estates business and identified service requirements.


  • Assist in the development and implementation of the National Estates Information System (NEIS), as it applies to Capital Investment Programme management.


  • Represent the Estates Manger, Capital Unit as required in Services led strategy and planning working groups.


  • Support the implementation of the agreed Capital Programme/Capital Plan.


  • Co-operate with the Health Services Transformation Programme as required to carry out the duties of the post.


  • Achievement of targets and plans and completion of agreed work within allocated resources.


  • Adequately identify, assess, manage and monitor risk within area of responsibility.


  • Demonstrate pro-active commitment to all communications with internal and external stakeholders.


  • Succeed in developing good working relationships with other members of the team and with Service administrators.


  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.


  • Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection.


  • Consulting and communicating with staff and safety representatives on OSH matters.


  • All other duties as requested or assigned.


 

What you need to apply:



  • Hold a Level 8 (or higher) qualification in Architecture, Engineering or Surveying accredited by the relevant Professional Institute (Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland.


  • Have Membership of the relevant professional association: - Society of Chartered Surveyors in Ireland  - Royal Institution of Chartered Surveyors - Engineers Ireland - Royal Institute of Architects of Ireland


  • Or be eligible for registration under the Building Control Act 2007, without requiring further assessment as it applies to your qualified discipline. 


  • Have at least five years’ satisfactory experience in architecture, engineering or surveying work, including adequate experience in the construction or maintenance of buildings or in the installation or maintenance of the mechanical, electrical and heating services of such buildings. 


  • Possess a high standard of technical training and experience.


  • Possess the requisite knowledge and ability (including a high standard of suitability and of administrative capacity) for the proper discharge of the duties of the office.


  • Good knowledge and experience of the construction and maintenance of buildings, equipment and services and building regulations and guidelines.


  • Knowledge of relevant internationally accepted standards in relation to the design and maintenance of health care buildings.


  • Knowledge of option appraisal procedures, brief writing and building user consultation, cost estimation and control, hospital design, healthcare, and project management and of the procurement process appropriate to public sector capital projects.


  • Evidence of computer skills including Microsoft  Word, Excel, email, Engineering specific programmes such as Project Manager, AutoCad etc. and Financial systems (for e.g. SAP). Extensive use is made of Microsoft Excel in reporting.


  • Ability to operate as an effective strategic and tactical thinker.


  • Excellent judgment and creative problem solving skills, including negotiation and conflict resolution skills.


  • Excellent management skills and an ability to influence and engage with colleagues  and peers in a collaborative manner.


  • Leadership and team management skills including the ability to work with multi-disciplinary team members and the ability to motivate, train, develop and manage staff.


  • Capacity to lead, organise and motivate staff to function effectively in times of rapid change.


  • Evidence of effective communication skills including the ability to present information in a clear and concise manner.
